東京消防庁の臨港消防署が開催した防火防災フェスタ2023で、この消防艇みやこどりが一般公開されました。

私は消防艇に乗ったのは、初めてでしたが、作戦本部となる部屋があったり、救助者用のベッドなどがあったりと見どころは満載だと感じました。

そんな中で私が興味を持ったのは、救助の際に使う機材でした。壁にかけてあり、一つずつ番号が振ってある理由が分かりませんでした。

隊員さんに聞いてみたら、なんと３交代制のため、それらを３人で使いまわすとのこと。

つまり、船長も機関長も甲板長も当然、その下の隊員もすべて３名いるとのことでした。

消防という性格上、当たり前と言えば当たり前のことですが。

また、フェスタ終了後には、レインボーブリッジを背景に、放水演技を見せてくれ、素晴らしい景色を堪能出来ました。

ただ、それも消防艇が出動するような火事が起こっていないからこそ、できること。

言い換えれば、出動要請があれば、イベント中でも直ちに出動しなければならないのです。

沿岸火災や船舶火災などは頻繁に起こるものではありませんが、いつ出動するか、そして、いつ終わるか分からない仕事は、やはり大変なストレスがありそうです。

The fireboat Miyakodori was open to the public at the Fire and Disaster Prevention Festa 2023 held by the Tokyo Fire Department's Rinko Fire Station.

It was the first time for me to board a fireboat, but I found it to be full of attractions, including a room that serves as an operation headquarters and a bed for rescuers.

Among them, I was interested in the equipment used for rescues. I could not understand why they were hung on the wall and numbered one by one.

When I asked a member of the team about it, he told me that because they work in three shifts, three people use them all together.

In other words, there are three captains, three chief engineers, three deck officers, and of course, three members of the crew below them.

This is a natural thing in the nature of firefighting.

After the festa was over, they showed us a water discharge performance with the Rainbow Bridge in the background, which was a wonderful sight to behold.

However, that was only possible because there was no fire that would require the dispatch of a fireboat.

In other words, if there is a call for dispatch, they must be dispatched immediately, even during the event.

Coastal and vessel fires are not frequent, but it is still going to be very stressful to work a job where you never know when you will be dispatched and when it will be over.

東京消防庁水難救助隊の救助訓練が圧巻！ The rescue training of the Tokyo Fire Department Water Rescue Team is a highlight!

東京消防庁臨港消防署の防火防災フェスタ2023というイベントに行った際、水難救助隊の訓練風景を見ることができました。

そもそも水難救助隊とは何か、どんな人がその仕事に就けるのか、そして、実際にどのように救助するのかを全く知らなかった私は、かなり衝撃を受けました。

というのは、かなりハードな仕事だったからです。

試験や研修を経て、初めて水難救助隊員になり、
過酷な訓練も常に行っていることが分かりました。

さらに、年間で約250回もの水難事故が東京消防庁では発生し、臨港消防署ではその半分を担っているとのこと。

視界ゼロの中で、ロープ一本で仲間と繋がりながら、溺れている人を救助することなども驚きました。

こうした誇りと使命感を持った人たちがいて、私たちの安全・安心が担保されていることを改めて思い知りました。

When I visited an event called Fire and Disaster Prevention Festa 2023 by the Rinko Fire Department of the Tokyo Fire Department, I was able to watch a water rescue team in action.

I was quite shocked, as I had no idea what a water rescue team was, what kind of people could be assigned to this job, or how they actually perform rescues.

After going through examinations and training, I became a member of the water rescue team for the first time,
I found out that they also have to go through grueling training all the time.

Furthermore, the Tokyo Fire Department is responsible for about 250 water accidents a year, and the Rinko Fire Department is responsible for half of them.

I was also amazed to learn that they rescue drowning people in zero visibility, using only one rope to connect with their friends.

I was reminded once again that our safety and security are ensured by people with such pride and a sense of mission.

最近よく見る、見たことがなかった船に関するもの Recently, I see a lot of things related to ships that I had never seen before

最近、海上自営隊や海上保安庁の艦船の一般公開があると、足を運ぶようになっています。

そんな中で、それまであまり見たことがなかったものが、いくつかあります。

その１番は、ボートフェンダー又は防舷材と呼ばれるものです。
船が岸壁に接岸する際に、船体が傷つかないようにするクッション材のことです。

そう考えると当たり前のものなんですが、これまであまり意識していなかったことと、私のイメージでは、古いタイヤをいくつも並べている絵しか浮かばなかったので、実は新鮮な驚きなのです。

触ってみると、クッション材と言えども、かなり固いことがわかります。

大きな船のクッションなので、当たり前と言えば当たり前ですが。

そして、よく目にするものがもう一つあります。それは丸く巻かれたロープです。

一見するとハチの巣のような形です。これについては、いまだに何に使われるものなのか、なんと呼ばれるものなのか、分かりません。

今度、一般公開があったら、船員さんに聞いてみたいと思います。

Recently, I have been visiting the Maritime Self-Defense Force and Japan Coast Guard ships when they open their ships to the public.

There are a few such things that I had not seen very often before.

The first of these is something called a boat fender or fender.
These are cushioning materials that prevent damage to the hull of a boat when it berths at the wharf.

護衛艦ゆうぎりは定年延長？ Is the destroyer Yugiri extending its retirement age?

護衛艦「ゆうぎり」と、「あまぎり」を見てきました。

これらは、両方とも「あさぎり」型護衛艦の３番艦と４番艦で、就役してすでに34年とのこと。

それは、すでに現役護衛艦としては、最古参だそうです。

見たところ、艦橋(又はブリッジ)と呼ばれる真ん中の操舵室がある部分は、鉄塔が立っていて、かなりごちゃごちゃした感じ。

でも、私は、この感じが最も自衛隊の護衛艦らしいと思っています。

実は、最近の護衛艦は敵のレーダーに見つからないように、全体的な外装デザインがのっぺりしています。

つまり、平らな部分が多くなっているため、スッキリとはしていますが、昔ながらの戦艦らしさがなくなっている感じがします。

このゆうぎりは、現役、最古参と言えども、艦艇延長化工事というのを施したので、もうしばらく第一線で活躍するとのことです。

まさに、定年延長ですね。出来るだけ長く頑張って欲しいです。

I have seen the destroyer Yugiri and the destroyer Amagiri.

These are both the third and fourth ships of the "Asagiri" type destroyers and have already been in service for 34 years.

That is already the oldest active destroyer in service, they say.

From the looks of it, the part with the wheelhouse in the middle, called the bridge is rather cluttered with steel towers standing on it.

But I think this feeling is the most typical of the Self-Defense Forces' destroyers.

In fact, the overall exterior design of modern destroyers is flimsy to avoid detection by enemy radar.

In other words, there are more flat areas, and although it is sleeker, I feel that it has lost its old-fashioned battleship-like appearance.

Even though this Yugiri is still active and the oldest, she has undergone what is called a naval ship extension project, so she will be at the forefront for a while longer.

It is truly a retirement extension. I hope she will continue to do her best for as long as possible.

人手不足は深刻？ Is there a serious shortage of manpower?

先日、海上保安庁の巡視船さがみの一般公開に行った際、最後に目にしたのが海上保安学校の募集用パンフレット。

高校生などの気持ちに届くように漫画形式でその魅力について、説明されていました。

若い人の採用が大事なことは、海上自衛隊でもそうだし、他の組織でも同じです。
そして、私の身の回りの業界などでは、若い人を採用出来ないという企業や組織が多いと感じています。

そもそも、人口構成上、若い人が減っているので、それは当たり前です。

海上保安庁や海上自衛隊、その他の頑強な精神力と体力が要求される分野の仕事は特に切実なことでしょう。

一方、そこまで体力を要求されない業界では、もしかしたらこれまでの考え方を変えないとならないのかもしれなせん。

年齢は勿論のこと、性別、学歴、国籍など、こだわりを捨てれば、案外、人材不足ではないかもしれないと、思い始めています。

When I recently visited an open ship of the Japan Coast Guard patrol vessel Sagami, the last thing I saw was a recruitment pamphlet for the Japan Coast Guard Academy.

The pamphlet explained the appeal of the school in a cartoon format to reach the minds of high school students and others.

The importance of recruiting young people is the same in the JCG, and in other organizations as well.
And I feel that many companies and organizations in the industries around me, for example, are unable to hire young people.

To begin with, the number of young people is decreasing in terms of the demographic composition, so it is natural.

This is especially true for jobs in the Japan Coast Guard, Maritime Self-Defense Force, and other fields that require strong mental and physical strength.

On the other hand, in industries that do not require such physical strength, it may be necessary to change the conventional way of thinking.

I am beginning to think that there may not be a shortage of human resources if we can discard our preconceptions about age, gender, educational background, nationality, and so on.

ヘリコプターを搭載した海上保安庁の巡視船さがみの一般公開に行った際、甲板に素敵なヘリコプターが駐機していました。

やはり、物珍しいので、見学客の注目の的でした。そこで、素朴な疑問が発生。

甲板に降りることは、海上保安庁の腕のいいパイロットだから、出来るにしても、格納庫にはどのように入れるのか？

一応、タイヤがついているので、乗組員が総出で押せば、動くのか？と・・・

聞いてみたら、特殊なアタッチメントがあり、それを利用してワイヤーで引っ張るのだとのこと。

さすがに、屈強な海上保安庁の隊員さんでも人力だけでは動かせないようです。

When I went to an open ship of the helicopter-equipped Japan Coast Guard patrol vessel Sagami, I saw a nice helicopter parked on the deck.

潜水艦なるしお一日艦長就任式 Inauguration Ceremony of Submarine Narushio as Captain for a Day

前回と同様に海上自衛隊の横須賀地方隊オータムフェスタの際、潜水艦なるしおも間近で見学出来ました。

本当は、背中の上に乗ってみるつもりでいたのですが、他の艦艇などを見学しているうちに、一般公開が中断されていました。

というのも、一日艦長就任式を開催するとのことです。

潜水艦はどの潜水艦が公開されるのかも、事前に知らされていませんので、当然一日艦長就任式を開催することも事前告知がありませんでした。

乗艦しても、潜水艦内部を見ることはできないので、それは諦めて、一日艦長就任式を見学しました。

廻りの見学者の方からは、「一日艦長は海江田艦長だ！」など、「沈黙の艦隊」で主演した大沢たかお氏が来ることを期待する声がありましたが、違いました。

FRESH　CAMPUS　CONTEST2022のグランプリ受賞者である小杉怜子さんでした。

青山学院大学の現役女子大生タレントさんです。
とても可愛らしい、一日艦長を目の前にして、隊員の皆さんは直立不動で敬礼をしていましたが、心は大いに揺れ動いていたと思います。

多分、一日艦長という仕組みは、若い隊員さんのためにあるのではないかと感じた次第です。

As before, I was able to see the submarine Narushio up close during the Yokosuka District Autumn Festa of the Maritime Self-Defense Force.

I had intended to get on the back of the submarine, but the public viewing was interrupted while I was visiting other naval vessels.

I was told that a one-day captain's inauguration ceremony would be held.

They were not informed in advance which submarine would be open to the public, so naturally there was no advance notice of the one-day captain's inauguration ceremony.

Even if I boarded the submarine, I could not see the inside of the submarine, so I gave up on that and observed the one-day captain's inauguration ceremony.

Some of the visitors around me said, "Captain Kaieda is the captain for a day! and others were expecting Mr. Takao Osawa, who starred in "The Silent Fleet," to be there, but he was not.

It was Ms. Reiko Kosugi, the grand prix winner of FRESH CAMPUS CONTEST 2022.

She is a current female college student talent from Aoyama Gakuin University.
The members of the team stood erect and saluted in front of the very pretty captain for a day, but I think their hearts were very much in turmoil.

I felt that perhaps the "captain for a day" system is for the benefit of the young members.

最新鋭の護衛艦は、直線的でノッペリ！The state-of-the-art destroyers are straight and flattened!

海上自衛隊の艦艇のイメージが変わりました。どうしても昔の戦艦〇〇のイメージの延長戦で曲線的でデッキ上には大砲やアンテナが沢山あると勝手に思っていました。

しかし、海上自衛隊の横須賀地方隊オータムフェスタに行き、実際に最新鋭の護衛艦くまのを見てみると、そのイメージを捨てないとなりません。この直線的でノッペリした外装は、ステルス性を高めるためだそうです。

つまり、敵のレーダーにひっかりにくいということです。そして、以前の護衛艦であれば、魚雷発射装置などは、甲板から発射していましたが、これは甲板には見当たりませんでした。

そして、乗組員の省人化も進んでいるとのこと。実際、この規模の船であれば、定員220名くらいですが、これはなんと９０名だそうです。

電子レンジもインターネットもGPSもすべて軍事技術から生まれたものですが、最新鋭の護衛艦には最新の技術が使われているようで、内部は撮影禁止でした。それは仕方ないですね。

The image of JMSDF vessels has changed. I had always thought that they were curvy and had many cannons and antennas on deck, as an extension of the image of the old battleship 00.

However, when I went to the Yokosuka District Autumn Festa of the Maritime Self-Defense Force and actually saw the state-of-the-art destroyer Kuma, I had to abandon this image. This straight, nodding exterior is said to enhance stealth.

In other words, it is less likely to be caught on the enemy's radar. And, in previous destroyers, torpedo launchers were fired from the deck, but this one is not found on the deck.

And they are also making progress in reducing the number of crew members. In fact, a ship of this size would have a capacity of about 220 people, but this one has a whopping 90.

Microwave ovens, the Internet, and GPS all come from military technology, but since the state-of-the-art destroyers seem to use the latest technology, it was forbidden to take pictures inside. That can't be helped.
