アフガニスタンの行政機能は？ [opinion]
タリバンによる暫定新政権の始動にあたり、公務員が出勤してこないというニュースを読んだ。
「そりゃぁ、そうだろうな〜」と思う。米国主導の民主的な制度の中で仕事をして来た公務員からすれば、敵軍が突然来て政府を乗っ取ったクーデターと同じ感覚だろう。
タリバンは、カブール空港の運営も出来ないため、トルコやカタールが手助けしているようだが、その他にも出来ないことが沢山あるはずだ。
税金の徴収から、保険・医療、情報技術、建築・土木など、専門的な知識が必要な分野が沢山ある。
タリバン内に専門家が揃っていなければ、こうした公務員達を説得して、高待遇で雇うしかないはずだ。
つまり、現職の公務員達は、近い将来タリバン側から「お願いだから、仕事に戻って欲しい」と要求されることになるのではないか？
その時に、個々人で対応するのではなく、公務員のユニオンなどを組織して、交渉することにより、少しでも民主的な社会への導けるのではないだろうか？(写真はイメージ画像:pixabay)
What is the administrative function of Afghanistan?
I read the news that civil servants will not come to work when the Taliban launches a new provisional administration.
I think, "Well, that's right." For civil servants who have worked in a democratic system led by the United States, it feels like a coup d'etat where enemy troops suddenly came and hijacked the government.
The Taliban cannot operate Kabul Airport, so Turkey and Qatar seem to be helping, but there are many other things that cannot be done.
There are many fields that require specialized knowledge, such as tax collection, insurance / medical care, information technology, and construction / civil engineering.
If there are no specialists in the Taliban, there is no choice but to persuade these civil servants to hire them with high treatment.
In other words, incumbent civil servants may be required by the Taliban in the near future to "please return to work."
At that time, instead of responding individually, by organizing a union of civil servants and negotiating, it may be possible to lead to a democratic society as much as possible. (photo is an image:pixabay)
