古紙、回収出来ず Used paper cannot be collected

横浜市の港北区と鶴見区で、古紙が回収出来なくなっているらしい。古紙回収業者3社が業務を止めているからだ。その背景には、中国政府が日本からの古紙の受け入れを制限し始めたことによるとのことだ。
始めて知ったことばかりだ。
まず、古紙回収は、市が担っているのではなく、自治会などと業者が直接契約を結んでいること。さらに、回収した、古紙が日本国内でリサイクルしきれずに、13%も中国に輸出されていたこと。その中国が最大の受け入れ先だが、リサイクル出来ないレシートや感熱紙、紙コップなどが混じった紙を受け入れない方針になったことなどだ。
そうだとすると、横浜の2区だけの問題ではなく、日本全体の話のはずだが、何故2区だけで済んでいるのだろう。
ちょっと、実態を知りたくなってきた。
いずれにしても、とても困ったことだ。ただ、一市民の自分が出来ることは、限られている。
